Want to run 21 psi on Big 16g/pump but external wastegate cannot be set for 21 psi

Spring in the MBC. If you can't increase boost, even tho you are cranking down on the MBC, the spring is most likely shot and needs to be replaced.

Well it ended up being the BOV. I crushed it and I can hit target boost easily.
