turbo manifold help

I was torqing down my 38mm tial WG the other day when i snapped one of the bolts that was welded to the manifold. It was the bolt on the manifolds wastegate flange. How do i repair this? i would imagine that it would be significantly cheaper to get the repaired then it would be to replace the t3/t4 manifold...

Does anyone have any ideas? Could i just take it to any local machine shop??

Do you have enough room to drill it out and put a regular nut and bolt instead of a stud?

would i be able to do that? how air tight would that be? would it exhaust?
