Turbo Heat shield loose

Hey guys!
Got done rebuilding the turbo yesterday and I noticed that the CHRA heatshield was loose. It was all coked up when I took it off. I cleaned everything and rebuilt it. Is this normal?

Yes it's normal. The heat shield is sandwiched between the chra and exhaust housing when re installed and torqued down

Its an old topic but have that sound when turbo is assemble is there an fix for that
