Turbo Heat shield loose

Hey guys!
Got done rebuilding the turbo yesterday and I noticed that the CHRA heatshield was loose. It was all coked up when I took it off. I cleaned everything and rebuilt it. Is this normal?

Yes it's normal. The heat shield is sandwiched between the chra and exhaust housing when re installed and torqued down
