Trying to get emissions but the emissions computer cannot communicate with the car!

If anyone knows...............I have a 97 Eclipse GSX. It has a Greddy blow off valve, Greddy turbo, and a Greddy turbo timer. I went to get emissions and we are having a comunication problem. The CEL works, is not on. The only two things I can think of is that 1) whichever wire going to the OBD II port that is supposed to have 12v doesn't (in which case, if I had a wiring diagram, I could make it hot), or 2) there's a problem with my ECU. Has anyone had this problem? Any answers? Any wiring diagrams? PLEASE HELP!
 
Do you have or have access to a scanner? If you do, connect a scanner to the obd2 link & see if you get communication. The emissions analyzer in our shop sometimes won`t communicate with some vehicles, & it definately is an issue with the software in our machine & not the vehicles, as our shop scanner will communicate with them . . . :talon:
