timing jumps all over the place ??

I went to get my car smogged today and it didnt pass. The tech said that first of my egr valve had been modified he explained that it was constantly under vacuum and that i had a vacuum hose misrouted, then he said that it failed visual becuase the idol was at 900 and that was too high/ along with the fact that when he put the timing light on my timing mark it bouced 2 degrees both ways,

now if i think if i look in the book and re route my vacuum lines i will be ok there but what do you do for the timing jumping all over the place ?????
 
hes an idiot because timing always moves.your computer will always adjust it based on fuel/air/knock/etc.hook up a datalogger and see what it does,LOL.
 
what does your boost gauge read at idle. if it bounces at all you probable have a boost leak which is causing air to come in past the mas and making the timing bounce. put a boost leak tester on the car and go from there. Thats what was wrong with my car, and i hope that helps you
