Throttle Cable Problem

I know there are a lot of posts about problems with the TPS, but my problem is with the actual throttle cable, I twisted the throttle under the engine to make sure it went all the way to the stop and it did, then I used my snowbrush and pushed down the throttle pedal while watching how far the throttle cable turned, it only turned about 3/5's of the way.

How do I make the throttle turn all the way?

If you look on top of the IM, you will see two bolts holding the throttle cable down, loosen them both up and pull the slack out of the cable, tighten it up.
