Test pipe questions

Hey all...just a couple questions about test pipes.....

1.) Do they really add alot of power?
2.) My car is 1991, will it be checked for emissions and then fail since it will have the test pipe?
3.) Will it make my car run richer?

the cat is a restriction so adding a test pipe will make it flow better. I've heard of people passing emissions with a test pipe. The only thing you might fail is the visual inspection. So you could either make a ghetto heat shield and put it around the pipe to make it look like a cat or you could get a cat, gut it out and weld a straight pipe inside.
