420A Temperature gauge problem

I have a 96 eclipse rs and it has a problem with the temperature gauge. The gauge looks like it's stuck. It won't move at all. It stays at above the letter C. Even when I turn off the ignition and take the key out still won't move. I drove it 4 hours straight still won't move. I change the cluster to another one still won't move. I change the temperature sensor still stay the same spot. Is it a wire issue or something...cuz I think I have a electrical issue. Sometimes my ac/ heater blower won't turn on and sometimes it does turn on. When I bought the car it was like that already. Please I need help on how to fix this problem.
