Are these tech guide/upgrade paths estimated at crank hp or wheel hp?
For example the stage 1 claims 280-300... is that crank or wheel hp?

Power here is measured through the wheels. Only car manufactures and race engine builders usually dyno the motor. Its less feasible than to just drive a car onto the rollers
