Hi there

When I first got my talon it had a miss at idle
have you checked how much vac you have at idle
mine had less than 16 in of vac at 850 rpm
try doing a leak test and see if you have a vac leak
do you have a logger of some type
how is your o2 sensor working if it is not moving correctly that needs to be looked at
check also that your plugs are they gapped at 28

did you or a shop do the timing belt job?

timing could be off. id get new plugs and do a leak test first before i went back to the timing belt job as being fault.

if timing is off, you can feel it throughout the whole powerband. if youre just getting popping and sputtering at idle, its more than likely something else.

I have new ngk iridium plugs and new nology hotwires. I did the timing kit myself and believe it is right. Have not driven it yet. Just idle in driveway. Could it be because the new gaskets havent set yet?

Well stuttering is a sign of poor/faulty ignition system. I'd make sure on those nology hotwires that you have them grounded really well. And don't rule out that fact that just because they are new, they CAN still be bad. If you or someone you know has a dsm, try barrowing there wires and hook those up. I have encountered so many problems with DSM's and over half the time, its the dam spark plug wires. But otherwise take it out for a drive and see if it stutters throughout the entire power band.

Very well put.
However... get rid of those over priced Iridium spark plugs. NGK BPR7ES gapped at .028" for you. Don't ask why, just do it. If you want to know why, search. Our cars take NGK BPR6,7,8ES only. Don't put anything else in. Nology wires have a tendency to go bad quick. Try swapping out the wires like stated above and see if that fixes your problem AFTER the spark plugs are changed out.
Also, like asked above, whats your idle vac reading? Have you run a boost leak test yet?

Plugs and wires checked out fine and compression test shows 152 all the way across. Now check engine light is on and my code reader doesnt work on the eclipse.

Check for boost leaks, then lest us know what you come up with.

Does the stutter stay the same no matter what RPM's you are at. If it does, then your timing belt is probably off.

Check both of those things and let us know.

Change out the plugs . <-- period.
Boost leaks - test at 20 psi and it must hold for a minimum of 30 seconds. Use soapy water to pin point leaks visually. Test from the LICP and the TB Elbow.

Did you test the coil pack?
Are you running rich?

Held 20 psi for over 30 seconds and its hard to explain but its notlike a miss, its more of a putter like from a big block v8. It drives but drops to 500 rpm and sometimes stalls out.
