Strut tower welded over, safe to drive?

Ok, so I'll be brief, the person that owned the car before me, welded over some of the left apron area. It looks like they removed the rust and welded over it. Is it safe to drive the car with this? I've seen replacements for the left apron on the internet, but how much would it be to have one welded in?

Hard to be sure with just a photo but it seems to be ok. That line of rust to the outside of the car would be my only concern. Does it feel solid when pushing on it? If it all feels solid I would lightly sand all the surface rust and atleast shoot it with some primer to seal it up.
 
It seems to be that way, not mushy, but kind of solid, is there something to seal it from rust? should i use scotch brite, or steel wool to brush some of that rust off? thanks
 
As everyone says, as long as the repair is solid, there's nothing wrong with that repair. Of course, remove that rust and get some kind of paint on there to keep it from rusting in the future.
 
Wire wheel on a drill. Or if you have access to air compressor, a 90 works great with the green sanding discs. And follow up with self etching primer.
 
I would try the wire wheel
If that doesn't do it personally I would cut out the area and weld a whole new piece
Cost me about $70 to do mine at a shop
Cheaper the earlier you catch it
 
I've heard of some shops that won't touch these probably because liability and I've also seen cars driving around with out a repair panel in place. So to the OP it wouldn't bother me as long as the welds look good and feels solid. When you do clean up the rust don't forget to do inside the wheel well on the underneath side and put undercoating (or my fav truck bed coating) to protect the surface from rocks and crap knocking it back down to bare metal and letting it rust again.
