Strut\Sway bar help please.

I think there are differing schools of thought on the subject, but I tightened mine so as to have the bars expand (rather than contract). The main goal is to rigidify the two towers' parallelism at rest.
 
Just so you know the strut bars go on top and the sway bars go underneath. They arent actually the same thing. You just made it seem like they were in your title. Anyway, as Paul said, I have seen many different opinions on this where people put their car on a lift and let the suspension droop down and then tighten everything and where some people push down on the suspension and tighten things down.
