I have just rebuilt my engine and have a slightly larger turbo then the t25 will be running stock psi for break in but that turbo is missing the waste gate so could i run an external WG on it? or should i just bolt the hx35 in to break it in and run it at like 7 psi?

The bad news is that i don't know the spring pressure. But on the other hand the hx35 has a wastegate but thats a large turbo for break in..

How do i test the spring?

It's not like you're going to be smashing around on the car for break-in. Just lots of part throttle acceleration and deceleration in higher gears. If you have decent sized injectors to compensate for the airflow, and a decent base map setup, you will be fine with the big turbo. When I had my Evo 9, I did a complete built motor, custom turbo setup with a 6262 and broke it in on that setup with no issues. The turbo has the least amount to do with it as long as you aren't trying to smash around on it, which should definitely not be the case until the rings have had time to seat properly and the car has a nice tune on it! Good luck!
