Starts on 3rd time its cranked

I bought a '95 TSi AWD this summer, she runs fine except every time I try to start the car it just cranks then on the third time it sputters for a couple seconds then runs. Also when i turn the key to the on position the fuel pump doesn't prime.

I've done some searching and it sounds like it might be a bad relay. Does anyone have any ideas?
