starter meshing issues

I'm having meshing issues on this 2g auto gsx I just bought it looks like someone replaced the torque converter. The flex plate bolts were loose I tightened them still the grinding noise. I'm new to autos so is there a difference in fwd an awd converters? It's like the gear isn't getting all the way on the ring gear. I have tested the starter it extends all the way out.
 
Yes, The fwd has a larger bell-housing and also a larger flywheel (or in your case, Torque converter). Also , The starter plates are different. Who ever did the work, Did they use the correct starter plate?

When the trans was installed, Did they click the torque converter in three clicks to the trans, Before mating the trans onto the engine? If not, That was a costly mistake aswell.
