spark plugs being fouled at idle

i have a 95 gsx with 16g, 255, stock fpr, 680cc inj., greddy intercooler and piping, safc. heres wuts goin on, I start the car and it will idle at 2500 cold for like 15sec normally, then it starts to miss. I can rev it up and it revs up normally but on the way down it starts to miss.

wut ive done.

checked for boost leaks
checked for cracked vaccum lines on the fpr and other places
capped of the pcv and the breather hose to stop oil from getting to the plugs( need to be fixed anyway)
ive taking out a total of 26% fuel on the low throttle map and on the the throttle points i went from 24% to 0%.

I honestly want to say that the stock fpr cannot do its job anymore and i need to get an aftermarket one. the thing is though is that before i took of the 16g to put on a t3t4 (which never got on because of time) it ran fine. the only things i disconnected was the b1s1 o2 and the maf. any help would be great

What is miss.? Missfire, inconsistent idle point, etc...?

Check if their is leakage at the throttle body otherwise it might be your BISS, TPS, ISC, spark plugs gap, spark plug wires not in right order, etc...
