SOLVED unable to rev past 5k and idle surge

Hey Everyone this problem caused me head aches for 6 months and could never get it figured out even with help from everyone here. So I just got it solved and figured itll be good to have here. First started to notice the problem when I constantly had idle surges and blew about 5 ISC motors trying to figure it out. My harness was showing right voltage but I kept blowing ISC motors. After a while the car would not Rev past 5k when warm. Then after about 2 months it wouldnt rev past 5k while warm or cold. So after replacing everything possible I bought another junker that I was able to swap parts on one by one. Turned out my computer was causing the issue I had no visual signs and no smells of rotten fish or power bait. Put the new computer in the car and ever since then Idling is fine and I am able to rev as much as I want. Figured this will help somebody in the future or if someone else is having this issue.
