small problem RPMs not droping

Ok i have a 95gst, and im having this small bit of a problem.
Theoretically speaking, say im in gear, any gear except 1st. say the rpms go up to 3000 before i shift, from the point when i disengage the clutch and the time it takes me to put it into the next gear, it seems like that rpms dont drop as fast as they should, and sometimes they seem to even be going up(not much but the rpms are suppose to drop faster so next gear is ready at a lower RPM). now this is just a pain for everyday driving i was wondering if theres a fix for it?
 
There can be a couple of things... if I had to guess... I would check for a loose/sticky throttle body cable. Then I would take my T.B elbow off and see if there is any gunk on the T.B. plate. If you have too... pull it all off. And clean it with Carb cleaner. Let us know from here and we will go farther into this
