small 16g stock exhaust

So i just installed my small 16g and it seems to be real sluggish. I'm only running 11psi on the stock system. It doesn't pull like the t25 did and it reaches spool at about 3800rpm. I know the exhaust is choking the turbo but does this seem normal?

Exhaust is choking the turbo.

A friend of mine ran a TD05H 20G on the full stock exhaust for a while to prove a point and it didn't reach full boost until 4500+. The TD05H 20G normally reaches full boost around 3800.

Bigger turbo more lag. I would since you just installed do a blt and ensure all vac lines are hooked up right. And like Justin is saying turbo is choked.
