sluggish at wot even when psi gets up

i have an scm61 and i just got the motor in, and half way on the petal from start to stop its fine and builds boost up to 10 pisi, but when i hit wot at the lowest rpms it feels like it boggs down somewhat and the boost still builds up to twenty but it feels really sluggish

What gear/s does it do this in?

it did it in all the gears, i just had to set the tps in my dsm link
