shift fork and ball

I'm replacing my shift fork and ball stud on my 420a. I got a new OEM one but I'm a bit confused. there's a thin metal piece that snaps into the fork with a rubber ring behind it. The ball wont push down through the thin metal piece by hand. I'm pretty sure the ball is supposed to push through that and sit against the thick metal of the fork? is it just super tight because its new? do just have to force it on the first time?

I'm not familiar with the 420a but on a 1g 4g63 you just have to force it in after you put some grease on the ball. It snaps in on mine eventually.
thanks. I got it on yesterday. by hand it looks and feels like it wont fit but once you're pushing on it in the trans it pops on pretty easily and feels good and secure.
