2G Seats weirdly puffy

On my 1997 eagle talon tsi awd the seat are weirdly puffed like when i sit on them they barely move idk why this is but dose any one know what some one did to it to make it like this or how to fix it ?

They've been redone. Get other seats or have them redone again. I think they look great.
