You should contact paypal immediately about the issue. They will investigate the matter and perhaps the pressure alone will change his tune some. Of course they know who he is, to accept payment he had to give at least a valid credit card or bank account. I can't promise you'll get your cash or your part(s) you ordered, but its all you can really do.
