SAFC II TPS sensor reading??

My SAFC II is reading 5.117 volts for the Throttle when it is closed. I got a brand new sensor plug it in and same thing. When I unplug it it goes to 0. Im stumped the car worked fine about 5 months ago but i stopped useing it and it sat while i adventually put a new clutch in it. Now its back on the ground and this is my problem. If anyone has any answers please help Thanks
 
Is your TPS adjusted correctly? Did you adjust it via Haynes/Chilton/FSM instructions? Does it respond if you press the pedal? I noticed when I was setting my tps that if you accidentally touch a couple of the jumpers together, it'd read 4v-6v on my multimeter so make sure the plug isn't corroded or shorting out. You might even have to trace the wire back and check for cuts, etc.

ALSO, is the s-afc2 still set right? Make sure its set for 4-cyl and progressive throttle (arrow up and right) and also that the wire going from the afc to the ECU isn't shorting out anywhere. A logger might help confirm this.
 
The TPS is set the way it was when it was working and the SAFC II is set right. There is no change when throttle is pressed or let go. Im leaning twords the plug being bad but im not sure. If you have any onther suggestions please let me know
