Rubbing noise coming from the rear

Haven't had this happen with any of my cars before, so not exactly sure what the culprit is.

A few months ago I noticed sometimes when I'd be backing up there would be a rubbing noise coming from the rear passenger wheel area. Yesterday it started doing it a lot more often. It's also doing it when I'm going forwards now. If I'm doing 50+ it won't be there, but if I start slowing down I'll hear it more. I dunno, I also think my rear suspension is shot.
 
Yeah, sounds metal to metal. The common suggestion I've heard is eBrake, what do you guys suggest I do to test it out and figure out what's wrong?
