So I'm trying to take off my lower timing belt cover to remove the belt so I can take off the water pump. Anyway I went to ratchet the screws holding the pulley on and the actual pulley rotated counter clockwise and I can't get any of the 4 screws to turn.
 
I second the impact gun comment, as it is what I used when taking mine off. You would be surprised how effective they are vs a ratchet for this.
 
Simple you can use a wrench on one bolt and another wrench on another bolt on the crank pulley and pull apart, tightening one of them, losening the other one.
 
Hmm impact for these tiny bolts? That may actually torque the heads right off. He's not trying to remove the crank bolt guys, just those 4 little 8mm bolts holding the crank pulley on. Simple. Just hold crank bolt with 22mm socket and wrench the others off. Tap with mallet if necessary. I believe these only get 18 ft-lbs so they shouldn't be that hard to get off.
 
Breaker bars work well to hold. You can get them for about $10 at Harbor Freight. And an entire set of metric impact sockets for about $20.
