rear sway bar bushings

hey guys i was changing out the rear sway bar bushings with poly bushings, and on each side of the mount one of the bolts snapped. I dont want to have to take the whole rear sub frame off to get the bolt out and retap them. Is there an easier way i'm over looking? also what are the litle circular round bushings for that came with the kit? any suggestion helps.

Can you get a drill in there to redrill new holes higher/lower and retap them instead of trying to get the broken bolts out?
I would say weld the broken side(assuming we're talking about a strap) but that may be a tough reach as well and may not hold.
And you'd have a harder time getting the bar in and out of it.
And the little circular bushing could be for the ends of the bar where they link to the arm.

Thanks for the reply. Its in a very tight spot its hard to even get a wrench in there I can bolt only one side but that wont be enough will it? I just dont want to remove all that if there is an easier way.

if you cant drill and re-tap...i suggest doing all the work
