Random Idle Issues

I've had this issue since I've had this car. The car will not idle at anything above 600-500 rpms reliably. I'm at only 12-13 in hg at idle also. Now when the car is running 'good' it will idle at 900 rpms dead on, with 15-16 in hg, which I would prefer.

Part 2 - If I drive the car for awhile (25+ miles) then let it sit for about 20-40 min and re-start, it will be idling super low 400 max and be extremely rough, but after 30 sec of driving it will be fine again.

I have replaced the BISS O-ring, bov, UICP, and did a taboo vacuum delete.

Any ideas? I'm installing new throttle seals and gaskets tomorrow, hoping that it fixes everything.

Update!

After taking everything apart, there is Gray RTV on the sides of the bore.... at 9 and 3... also, the shaft seals were hard as a rock.

Now with the RTV can I use 1500+ grit sand paper and wet sand it off? I don't wanna mess the bore up or anything..

I replaced all the o-rings, and cleaned everything.

Replaced
*BISS O-ring
*Shaft Seals
*Both Throttle Body Gaskets
*Both Coolant Hoses

Also, the idle set screw was not touching at all. I set that as per write up, and had a 3k idle. Re-adjusted the cable itself, got it to 2.5k with BISS all the way in.

I noticed that the throttle plate was not sealing against the body at the top and bottom. Is that normal?

My vacuum went from 11-13 in hg to 15-16 at idle. When down shifting I hit about 20 in gh. My boost still hits 15psi then drops to 10psi, and its about 45* outside... No known boost leaks. Wastegate maybe?
