I believe it is a bushing that goes between the exhaust manifold and the turbine housing on the turbo. Where the turbo bolts to the exhaust manifold.

I agree. But it's not really a bushing but rather a spacer used to allign the housing and manifold I believe. Unless your t-housing was ported, there's a little step that it sets on.
 
Yup, that's the alignment bushing. It also can help stop an exhaust leak between the manifold and the turbo flange. Most people will port the step in the turbine housing that it sits in and ditch the bushing, especially when upgrading to a TD05-style turbo.

It's up to you whether you want to leave it in or take it out.
 
Steve, seals don't have fingers, they have flippers. How are they supposed to wear rings? Come on, let's not be silly.

I wondered what the official name of it was. I've heard it called a donut, an alignment sleeve, a turbo bushing, and probably a hundred other things. Never would have thought of "seal ring" though.

Edit: In case you're wondering, I saw "seal ring" on here just as I was watching a David Attenborough special on ocean animals and all I could think of was a giant gold ring on a seal's flipper, thus the weird association.
