powerloss, and smoke help???

I just bought a complete engine and head. I have about 1200 miles on it. I have noticed that its running like a pooch, sometiems it seems like it has power but then other times it dont. It has been smoking like a bluish smoke for a while now, and the number 4 cylinder had soem sludge in the spark plug. So that might be a leaky seal in my head. I have a bog 16g on it. turbo xs rfl type h bov on a 2.5 " uicp. there for ahwile it seemed liek it was running strong, now its doggy. like theres no power. its a new turbo with about the same miles on it. i didnt know if anyone could help me out on trying stuff or kno what the problem could be..????

also its uses alot of fuel like im getting 12 mpg i can smell fuel being used, its strong smelling, it uses oil too. i filled it up with 2 quarts with in 2 weeks or so

-Do a compression test and post the result, if it has been smoking for a while, take a look at the cat to see if it's clog, check the O-ring seals on the fuel rail and the fuel injectors to see if they have good and tight.
