Power steering problem (How am I not out of fluid)

Just a background I did a 6-bolt swap and took the car out and the top hose that connects to the power steering pump blew off and a bunch of the fluid sprayed everywhere and there was a huge puddle underneath the car. I opened the fill resevouir though and it was full. I have been leaking powering steering through the cap lately and I've lost a lot there to but still not showing low. Whats wrong here?
 
Sometimes when the pump is not working properly, fluid may come out the reservoir cap and look foamy. Fluid also gets push out the cap when it's over-filled. Fluid will stay in the reservoir until the lower hose to the pump is removed. Then it will drain. The upper hose is a high-pressure hose.
