1G Popup headlights not working?

Ok... i got most of the electrical problems with my car fixed, except the popup headlights.

Whenever i send 12V to the motors themselves, they will work. Every single one of my fuses is OK. I've even tried three different "popup buttons" (the button on the dash bezel that pops them up) and i still can't get them to work. Whenever i turn the headlights on, the lights come on but the headlights stay down. It looks cool, but i need them to popup so i can see good at night.

Anyone have a problem like this?

-You might want to check out the pop-up mechanism's relay located in the box behind the passenger side head lamp.

-Pin lay out is :

1 - - 2 3
4 5 6 7 8

-There should be continuity between 1 & 5; 3 & 5; 4 & 7; 7 & 8 pin when there's not voltage apply. If you apply voltage (12v) to pin 4(-) & 7(+), then pin 1 & 2 should close, if apply voltage to pin 7(+) & 8(-) then 2 & 3 should close.
