Please Need help to idendify this???

Hey guys I'm trying to figure out what this harness plug is for on my 2g gst its locaed on the passanger side by the battery I tried looking in the manual and can't find nothing You can see in this pic that someone has taped into the one wire I'd like to know what the (Blue) wire is for I know the other end of the tapped (Blue) wire connects to a realy that some one put by the fuse box in which two other wires (Red and Black) on that relay are taped to the headlight fuse wires under the fuse box and one other (Green) wire on the relay is grounded to the frame of the car please let me know your input on what this is I would like to get rid of that relay if it's not needed thanks,

That is for the windshield wipers.

Do you know why the wire would be taped to the plug and a relay?

Maybe the relay for the wipers went bad and that was someones attempt to fix it. Try unpluging the wire that is tapped to the wiper plug at the relay. Then try the wipers and everything else to see if it made anything start or stop working. Thats where I would start. I have never seen someone add a relay there but I learn something new everyday.
