Please assist! Throttle cable not closing the flap fully..please advise DIY

Hi all,

I have searched and seen many answers as to how to adjust the "throttle cable screws" or people telling others to tighten them to relieve or give some slack. Here is my issue:

I have a 95 talon tsi awd. After driving the car to operating temp, the idle will stay at 1.7k rpms and stay there. If i open the hood of the car and manually with my hand pull the throttle butterfly flap closed (to the left facing the car). the idle will settle to 700rpms. However- this can't be the correct way to fix it. Can somebody please explain to me how to adjust this mechanically so it will let the butterfly valve close all the way so my idle will stay low? Please tell me which bolts I have to loosen or tighten to do this. I don't know which ones to adjust as there are 3 i see, two to the right of the throttle body near the firewall with a bunch of wires on top of them and the one SAS screw. Thank you in advance! To the right of the TB(from front of car) there is a bracket for the cable with 2-10mm bolts, with the car running, loosen the bolts and slide the bracket toward the TB, Retighten the bolts and see if that drops your idle:talon: .
 
Good advice! I cleaned it as best I could with the tb still on the block and the ic pipe out. But same thing a few minutes of driving later :(
 
I would take it off and reclean it . Careful of the sensors . I would also test the tps (I think that is the one that controls the throttle plate ) .I think it is on vfaq.com .
