1G Parking Brake Problem!

Help me please! My talon's parking brake is loose when u first go to pull it and no matter how far you pull it, it wont hold the car worth a crap. It also is starting to make a sort of squeaking like the cable is holding the brakes down on the rear, which I can be embarrased by when in parking lots. Whats the deal, easy fix? Is it bad to drive it like this? HELP!
 
The cables are probably frozen or the ebrake part of the calipers are frozen. I would disconnect the cable from the calipers and hold the cable end while someone else works the e-brake. If the cables move freely, then the ebrake portion of the calipers are frozen.....so consider replacing the calipers. If the cables bind, you can replace them. I heard on a 2G AWD its a PITA...lotta work. It might not be too bad on a 2wd.
