So I had an oil consumption problem I thought it was the turbo changed the turbo fix the return line the consumption was there and I unbolted the exhaust manifold and I saw this the oil seals are new why there is oil at the valves ? There is the oil consumption or else ?

Looks like that valve seals are still leaking on some of the ports. Maybe there is excessive play on the valve guides, or the seals got damaged during installation.

Also make sure your pcv valve has been changed. Otherwise you'll get to much positive pressure in the crankcase causing all the seals to leak

If you get most blue smoke on start ups and it goes away after a few seconds suspect valve seals.

If you get blue smoke on heavy acceleration suspect piston rings.

Turbo seals, would dump oil into the o2 sensor housing and towards the front turbine wheel. Both sides might be wet, and you get constant smoke, especially on start up, idle, acceleration, deceleration etc.

Edit: also if you got pictures of the plugs, that would be helpful

How many miles on them? They look fairly new. Do the tips have a brownish grayish fuzzy build up?

Also mean while they are out, use a borescope if you have one, or just use a flashlight and look inside each cylinder to see if the pistons are clean around the skirts area. Rotate the engine if you have to. It's called ring wash, you can see what it looks like if you research. When rings burn oil, the carbon deposits on top of the pistons are usually washed on the outer diameter
 
What's the oil burn rate? Like a quart per 1000 miles or more? What's your oil viscosity? Have you tried oil stabilizers such as lucas to see if the oil consumption changes? When do you notice blue smoke? Under what condition?

Those valve seals are for sure leaking. Maybe valve guides are worn. But if you are loosing oil at crazy pace, maybe there is more issues
 
At that rate I wonder if you even have valve seals to begin with, or maybe someone installed wrong seals. I can see oil dripping from one of the valve guides for sure, the rest are all wet

You sure you not leaking oil? And also have you done a compression test?

Regular compression test and wet compression test?
 
With burning that much oil those pistons and rings are soaked that oil does help seal the rings, that's why you probably see 170 all across. No wonder those spark plugs were covered in oil.

You need to take the cams of and see what's going on with the valve seals. Or just take the head off and rebuild it, guides might be completely worn, causing the seals to leak so heavily.

I usually use my air compressor to change valve seals so the valve stays in place. If you don't have air compressor use rope. Feed it through spark plug hole and put the piston TDC
 
On the pictures that you attached, the valve seals are leaking, there is even oil drops hanging to valve guides, there is still definitely a problem there. Unless those are old pictures and now the valves are dry
 
Maybe your compression rings are good, but you made a mistake or use wrong oil control rings. That's why it started burning oil crazy on top of the still leaking valve seals
 
Your plugs are coated in oil and your valves are covered in oil. You did not properly install the valve stem seals, or they were damaged during installation. The only other possibility is the valve guides in the cylinder heads are damaged and the misaligned valves have too much free play and damaged the valve stem seals

Remove the camshafts, remove the valve springs, and inspect the “new seals” for damage caused by improper installation or damaged by free play in the valve guides

Unless your intercooler pipes going into the intake manifold are extremely coated in oil there is no other explanation. The turbo charger needs an oil restrictor in the oil feed line from the oil filter housing, if it was missing the restrictor it could over pressurize the turbine housing in oil and the turbo would push the oil into the intercooler and into the intake. However this would have oil everywhere in your intercooler and in the piping leading into the intake manifold
