Not sure what this is, or where the hanging vacuum line is SUPPOSED to go. I have the cruise control vacuum hooked up to the air intake, the charcoal canister hooked up to the air intake, and one other line (that was already there) hooked to the air intake. The pipe with the nipple provided by slowboy racing with my 16g install kit should have what on it? The vacuum to the wastegate and the y to the nipple right?

Looks like a boost control solenoid to me.

Wonder why they only had one side hooked up... Thanks guys. So a boost controller will replace that then right?

Yes, once you have a mbc, you can just cap those ends off.
