No RPM Signal

I'm having trouble with getting an RPM signal to my Stack dash display. I'm kind of at a last resort. But nothing DSM-specific. I'm currently getting the RPM signal from the wire off the ECU. The same place I pulled the RPM signal when I had my Apexi AFCII. So I know it's right.

From my understanding the Stack requires a true 12-volt signal. I can't get a 12v signal. Any ideas how I can raise the signal to 12v? Stack sells a pulse amplifier that amplifies voltage signal, but I'm unsure if a pulse amp would be safe on a wire to the ECU.
