Does anyone know if my 95 Talon (which is equipped with the OBD II scanner) will have to pass the OBD II inspection? Or, since it is a 95 will it only need to pass the safety inspection? Any input from people who have experienced this would be greatly appreciated. Thanks.
 
A simple visit to your local DMV site or Google search would have yielded you quicker and more accurate information than posting this on a DSM site.

THE NEW YORK VEHICLE INSPECTION PROGRAM (NYVIP)

The NYVIP is a program that includes a check of on-board diagnostic system (OBDII) on vehicles that have a model year of 1996 and newer and that have a gross vehicle weight rating (GVWR) of less than 8,501 pounds. The NYVIP inspection also includes:

The current safety inspection,
The current gas cap check, and
The current visual inspection of the emission control devices.
The NYVIP helps NYS to comply with the Federal Clean Air Act, decrease the emissions from motor vehicles, and reduce air pollution.

For NYVIP inspection, the NYS-licensed inspection station uses the NYVIP equipment to monitor the on-board diagnostic system (OBDII) of your vehicle. The equipment uses an approved communications system to report the inspection results to the DMV.

The inspection station also uses the NYVIP equipment to record most other safety and low-enhanced emissions inspections.

If you would be having some good new york auto repair for your car while having that new york state inspection that would affect your vehicle, then it would have been very good in the long run. In that way, you would be able to really make things work out without the hassle that it can bring to you. I hope that all will be well in your accord in that one.
