New at EvoScan, trying to set idle

So I just used EvoScan yesterday for the first time. my car tends to idle high, like 1500 RPM high. So I followed some other posts I read, hooked up EvoScan and tried using the Idle speed actuator to adjust it. But when I activate it, my idle goes up (everything else I read said it should go down). and even when I turn the screw all the way in my idle is still at about 1,000 rpm. Any ideas?

I have selected the options for openport 1.3x and Mitsubishi MUTIII, because those are the only ones that would actually connect to my car. is that right?

Oh and I have a 97 gsx with a 6 bolt swap, 16g, 3" turboback exhaust, FMIC, LC-1 wideband.

Is your throttle closing all the way? Good to check that. I believe EVOSCAN will read it incorrectly so if you get something like 12% or something like that on EVOSCAN that might just be a false reading. Check on the TB itself. IF it is, you might have a leak or something that's allowing air to enter after the throttle body.

You should be able to log ISC Steps with EVOSCAN, value should be at or around 30 steps on idle. If not, then the ISC is either bad or needs adjusting. There is also a proper way to adjust the ISC.

Ok so I just hooked it up and logged ISC. It was ranging from 79-84 steps. But it just occurred to me, that was a cold start, will it go down to 30 after it warms up? or is 79-84 on a cold start bad?

(by the way I'm having a blast using EvoScan, i've never done any tuning stuff so its really awesome being able to plug in my computer and get a good look at whats going on inside)

Has to be at operating temperature (210º is ideal).
 
So I let it warm up today and I logged it again at 35 steps. Is that close enough to call it good, should I start looking at other possible problems, or could it be a blown capacitor in the ECU like that one post you've sent me?

Could be many things but if ISC is at 35 steps I would assume it's working fine, I mean five steps give or take is fine for me. Have you done a boost leak test and checked if the throttle is closing completely?

I have done a boost leak test, but i've taken parts off and put them back on since so I can double check. But I have checked and the throttle is closing all the way. I've even blocked off the FIAV, capped all my vacuum lines, and blocked off my EGR.

I would test ISC. Might look fine by the #'s buy you never know. By the way the steps are 3500 with the idle how high? 1500 RPM's?
