Need some advice on rust???

Hello people, I was wondering what would be the best way to eliminate rust near the strut colums. can some body give me details on how to do it.

from what im told its best to just cut it out and weld a new peice in there, grind down the welds and paint it.

I have this problem too and gonna try and get it fixed soon.

I also know when I got a new windshield put in they offered to repair it but they were going to remove that whole metal peice and weld in a new one...like a whole new strut assembly or frame part or whatever it is, but they wanted like $800-1200 and that was a bit much, plus that was a kinda expensive shop.

Isn't there anybody on here that can give me info on how I can go about doing it my self. or anybody who would like to help me out and do it for me just let me know your price. I live in Detroit michigan.
