Need Help, Won't Start

Did a build on my 91 talon and I'm selling it to a friend. Finished putting it together and it won't start. And I can not figure out why. I plugged in my brother's snap on modus and the spark advance is at -5. And if I turn the CAS it doesn't change at all. What else should I check as far as ignition timing?
 
Are you sure the cas was lined up before you installed it . They have a notch and line should be the same at tdc .
 
Just so we are on same page . This is at tdc .

I have everything. And the mechanical side of the timing is fine. It fires just at the wrong time. It's acting like if you've ever had a coolant temp sensor go out and it takes forever to start, kinda like that. And ground it out how? before i hooked the down pipe up it would shoot flames so the spark is strong enough and it has fuel, and compression was 125-130 all the way across. 0 miles on the motor just having a hard time trying to get it to fire for the first time. Thanks for all your help so far. I'll try putting the cas back in when it's at TDC tomorrow, it's gotta be on the compression stroke if i remember right when I read it in chiltons.
 
Update:

I put the CAS In at TDC and it was lined up. Still got nothing out of it. I grounded the plug and still after looking at the scanning tool I still have -5 degrees of spark advance. No matter what I tried with turning the CAS this did not change one bit. I am completely lost. It still won't start but acts like it wants to. I tried heating up the coolant temp sensor and it didn't change anything either. The sensor is brand new and tests out fine.
 
1. Check your firing order, left to right, 4321 on the head and 4123 on the coil.

2. You mentioned coolant temperature sensor in one of your posts, have you actually checked it?

3. Every time you change and try something, make sure you disable fuel, crank it a little to clear out fuel in the cylinders.

4. Have you check FPR/fuel pressure.

2. I thought that was the problem so I bought a new one. And tested the voltage on the connector and it's fine.

3. I have cleared the cylinders and cleaned or put new plugs in after a while also.

4. I have an aeromotive FPR set at 37-38 psi.

Also when #1 is at TDC my timing on the cams are still lined up perfectly. The ecu is good, no smell or anything else. I'm trying to think of what else to help narrow it down. My injectors are firing. I am just so completely lost with this whole thing now. And it has to be running by this weekend but I am out of ideas. When we hooked up the modus scanner everything looked good except the advance was -5 degrees, and it should be at 5 right. So that tells me it's firing late and even if i turn the CAS either way it doesn't change. Anyone know why that is and does anyone have an idea of how I can Advance the timing?
 
Check your IPS, Idle Position Sensor, located on the butterfly stop with one wire coming out of it.
