Need help diagnosing no turbo spool

Hey guys, my turbo randomly quit spooling and I'm looking for some suggestions.
1990 tsi, It's a 16g with internal wastegate, and supporting mods. I've bypassed the EBC to help diagnose.
I did a boost leak test and fixed all the big leaks.
The car reaches just until boost hits and then it falls on its face. The BOV does not release a steady release of air, it sounds like flutter or surge when i rev it while its parked. The exhaust kind of seems to pop once it starts trying to boost. The more I try and find a decent discussion about surge and flutter, the more confused I get. Lots of misinformation it seems.
It is the Greddy knock off BOV that comes with the Punishment FMIC kit. I loosened off the adjustment screw, and once its finger loose the turbo gets better, slowing building boost sometimes.
I took the arm off the oem wastegate and the flapper moves freely by hand. Turbine spins freely by hand.
What do you guys think?
 
Did your flex section collapse on the downpipe? The BOV could be an issue as well, you could take it apart and see if the diaphragm is not torn.
 
if your getting compressor surge, you might wanna ditch the cheap BOV. i was getting surge on my rsx with a greddy knock off BOV. slapped on a HKS ssqv and it fixed the problem.
 
Check all your intercooler pipe couplers and vacuum lines. You could block off the bov (tape and soda can cut up) and see if you get boost. Just be careful if you do block it off cause you can damge the turbo. Dont let off the gas abruptly. You have to ease out of it.
