i am goin with the evo III 16g and there is an ebay intercooler that some ppl have i was looking at. The car has 58,000 miles on it. I will be getting everything ported. Apex-i N1 cat back and RRE Dp with race pipe. I found an injen intake pipe. What is the wide band for??

A wideband O2 sensor and gauge is to read a extremely accurate Air/Fuel ratio. It is a tuning device.

how much does the fuel pressure reg actually help with gas mileage- cause I dont have one and my gas mileage is killing me!!! I just made 410awhp on the FP Green @22 psi and the thing feels quick ! Still want more power tho---

I guess if your going to tune your self then the wideband is really needed. If your gonna get street or dyno tuned by a shop then they should have one that they would use. A wideband lets you get your actual A/F ratio and lets you tune to that instead of trying to tune off of knock and timing.
