Okay I just pickup up a 1999 GSX and got it running.

Here is how the car sits:
7 bolt block
6 bolt head
95 ecu with dsmlink

Car is running so rich and I have nothing to tune with dsmlink but I have a spare 99 ecu and all the tuning software so how can I put the 1999 ecu in?(I think the car lost the tune or something and I have 720cc injectors)

I have no clue if I'm supposed to swap plug wires or cas wiring etc.

Please help me so I can have 99 ecu with the 6 bolt head and 7 bolt block

If you use the 99 ecu, you will not be able to use link as it has a chip in the ECU that it communicates with. Install ECMLink on your computer and go in to DSMLink and see what the settings are. What version of DSMLink do you have?

The car was built in 2005 so I would assume an older Version. I have the 99 ecu and all the stuff for ecuflash so it wouldn't cost anything. I don't have the software for link on my computer unless it is free. I only have the 95 ecu and cable with it installed on the ecu

Just download the software bro it's free!! http://www.ecmtuning.com/downloads.php, then watch the tutorial videos to set it up. You have the other parts needed (EPROM ecu with link chip and cable) ;)
