Losing pull in higher RPMs

My car just seems to pull hard until about 4.5K and it doesn't pull as hard anymore. Ive already got I/H/E and a UDP. Would new plugs and wires help out the upper RPM range or not? Help me out.
 
plugs and wires are a good place to start. Give your engine a tuneup then see where you are from there
