Lifter tick problem

I have had this problem now ever since I finished building my head. I didnt put brand new lifters on when i did it, but the lifters had low miles. I took a video of the head with the valve cover off ( while the car was running). It doesn't seem like the car is getting the oil it should be, some spots are not spraying out oil, they are only dripping out oil. Also you can hear in the video alot of ticking. All of the lifters are still very hard and i was unable to push them down with a screw driver (and rag). Would anyone know what would be going on here. I took off the end caps on the cams where the oil should be shooting out and cleaned out the ports and put rtv back on and started the car with the valve cover off again. This time the oil squirted out amazing. I thought maybe it would be fixed, but when i put it all back together and started it the next morning, it ticked again. I am really lost here, and i dont think it is the lifters.

Dude, you need to swap the lifters out for the new upgraded pt cruiser lifters, the stock 420a lifters are pain to bleed you have to let them sit for days they dont bleed like normal lifters the new upgraded lifters can easily be bled and they are pretty cheep. If you order new lifters you will get the pt cruiser lifters no one sells the old ones.
 
I did bleed the lifters. I put them on the clamp and with my tiny flame from my harbor frieght torch, all the oil came out (a little trick my machinists told me). I was thinking about doing the pt cruiser/ magnum mod but everything else is stock and i figured that the car doesnt come from the factory with lifter tick, so why is it happening now. I have checked them multiple times and they are always hard and none have failed
 
not to bring back an old thread but i am still having the problem and decided it is time to fix. Should I just replace all lifters, or take out and bleed the ones that are there? What is weird is that all lifters appear to be fine. They are still hard and i am unable to push on them.
