Should I leave the 4 vacum hoses that come off the throttle body OFF or ON Plug them up or put new color ones on ? Does it have an impact on emissions and performance on the way the car runs ?

Yes it affects emissions. Yes it can/will affect performance if you leave them off. If your removing them cap them off or youll have a boost/vacuum leak. If you have to pass smog leave the emissions alone or you wont pass. The vacuum lines are for emissions purposes

Removing DSM emission equipment provides virtually no performance gain. Vacuum lines are usually removed only to reduce engine compartment visual clutter. Leaving the hood closed works even better.
