Leaking turbo coolant lines

The coolant lines running to my turbo started leaking on the front and rear last year so I replaced the crush washers and all was fine up until now. The front line started leaking again so I replaced the crush washers again, and that fixed it for about a week. Now it is leaking again. Will replacing the hardline, banjo bolt, and crush washers solve my problem once and for all or not?

Why is cold weather causing it to leak? Should I use any kind of RTV or silicone on any of it? How tight should I tighten the banjo bolt? How should I clean the mating surface on the turbo itself? This shouldn't be so difficult. thanks
 
HEy fellow Minnesotan.

I normally retighten things to see if leaks still leak but if it doesn't solve the problem after retighting things I start replacing what ever is the cause of the leak.

I have that banjo bolt cranked down to the point of being worried about sheering it off. Thanks for telling me about dsmstyle. I didn't even know about it.
