Just got done building my 2.3L 4G63 and got issues...?

Well here is my problem, I hit fuel cut sometimes at 10psi. Then when i turn the boost up to 15 psi and around 4500 it start to tick really loud/fast, i almost think that would be the lifters really not sure. Also when i get on it in any gear ( i would bring up to 5500 RPM) then shift, boost builds up super slow and relized that for the first time when shifting from 1st to 2nd. Just curious if any of you guys had any ideas of what my issues are. List of mods:

2.3L stroker kit, Wiseco Stroker pistons, Eagle H beam rods, 4 layer oem meatal head gasket, New Stock valves and valve job, new water/oil pump, ACT2600, Fidanza flywheel, SS lines from tank to rail, walbro 255, BS Eliminator, Apex-i N1 downpipe/cat-back, Ureathane motor mounts, greddy type-S BOV, Intake pipe, Stock Turbo (Yess). Brake in period was about 1200 miles (dis-connected the wastegate for about 500 miles and ran 10 psi for the next 700 miles. shifted no higher than 4000 rpm during that period). Thanks and enjoy!

Alright, drove it around all night and everything seemed to work out just fine... except the fuel cut, I think my issue with the boost building so slow was because the RPM's were also climbing slow. TPS is what it sounds like to me, how much do those run and where can i get one other than the dealership?

recirculate the BOV man! I wouldnt do that on a brand new motor.....

boost leak test.mine acts like what your describing,and my tb shaft seals are gone.
